We asked for your feedback on the proposal to increase the concessionary seat charge from £427 to £600 for September 2018. This was because the contribution was out of step with bus fares and contract coach costs where the average place on a contract coach costed £620. The proposal was to also increase the Post-16 Transport contribution from £427 to £600 for September 2018 to reflect this. The Post-16 Transport Policy statement was also consulted on at the same time. Just under 300 organisations were contacted (plus West Sussex schools and out of county schools/colleges where West Sussex students are placed.)

You Said

Thank you to all of those who responded to the consultation. There were 181 responses.  Of the responses 90% were parent/carers.  82% strongly disagree/disagree with the proposal to increase the SEND transport contribution (numbers maybe reflect the fact that the question was not answered or answered earlier on the consultation form) and 95% strongly disagreed/agreed with the proposal to increase the concessionary charge.

Your comments were fully considered and scrutinised by the Select Committee.

Given the disparity between the cost of public transport and contract coach costs within West Sussex the contribution for the concessionary seat charge and Post-16 transport and was increased to £600 from September 2018. The contribution for Post-16 SEND transport remains highly subsidised and is in line with the charges levied by other counties.  The exemption from the contribution for low income families remains for any eligible applications and the numbers of students qualifying under this criterion have remained consistent. Schools and colleges have a 16-19 Bursary Fund and we encourage parents to contact the school/college for more details. The 2018-19 Post-16 Transport policy and Policy statement is available online.

Overview

West Sussex County Council is consulting on an increase to the charges we make to travel on transport arranged for post-16 students.

The proposals will help to bring the charge in line with the cost of contract coach places and the price of an equivalent journey on public transport.

The proposed changes are as follows:

Proposal 1:

The Concessionary Seat charge for Sixth Form students to travel on a contract coach should be related to the average coach costs and the cost of bus fares.

From September 2018 we are proposing to raise the charge from £427 to £600. This will bring the charge in line with coach costs and bus fares.

Proposal 2:

The transport charge for post-16 students with SEND (special educational needs and disabilities) should continue to be the same as Sixth Form students pay for a Concessionary Seat.

This cost is related to the average coach cost and the cost of bus fares. From September 2018 we are proposing to raise the charge from £427 to £600.

Who do these proposals affect?

Most students walk, cycle or pay for their own travel to school/college and are not affected by these proposals.

In 2016/17 nearly 375 post-16 students travelled to school/college on transport organised by the County Council. The students affected by these proposals are the 325 students who currently pay £427 for this transport, or would expect to do so in the future.

Students with SEND (approximately 50) who do not pay the post-16 transport charge because of a low family income will not be affected by these proposals.

A bursary is available for students from families on a low income to help with education costs, including transport. The 16-19 Bursary Fund is open to all students, whether they have SEND or not, and is administered by each college or school.
