We Asked

The Lead Local Flood Authority (LLFA) undertook the survey of residents of Parklands / Fishbourne Road East / Westgate areas to gain an understanding of how best to address surface water flooding issues that occur periodically, most notably during 2012-2013A supplementary exercise was also to better understand who was being charged for surface water disposal by Southern Water and to raise awareness of the charging arrangements for surface water management.

You Said

We had 21 responses from a consultation of 700+ residents, that the LLFA was disappointed with but which the Senior Communications and Engagement Officer stated was reasonably good based upon similar exercises previously.  The response was helpful in placing the degree of flooding during 2012 and since in perspective.  No respondents had experienced any internal property flooding.  It confirmed what we suspected that many of the residents who responded had little knowledge or whether or not they were being charged for surface water disposal or indeed what charging arrangements may apply?  We were able to characterise the types of flooding that occurred in specific locations and some of the anecdotal information that was forwarded including photos / videos was particularly helpful in validating model for flood risk that our consultant was producing.  When we held the public meeting on 24 Sep 19, it was interesting that a lot of residents complained that they had not received notification of the survey or being consulted in any way.  The Residents meeting was attended by around 60 residents.

We Did

The outcomes of this survey were:

  • An updated, validated, surface water model for the Parklands Estate;
  • Initiation of a contract for extension of the flood bund on Parklands School playing field;
  • Further investigative work to address localised flooding issues in Sherlock Avenue;

This will require about 10 minutes of your time and it would be helpful to have your  latest Southern Water bill handy.
